105.02 POLICY AND PURPOSE.
   In view of the existing and increasing possibility of the occurrence of disasters of unprecedented size and destructiveness resulting from enemy attack, sabotage or other hostile action, or from fire, flood, earthquake or other natural or manmade causes, and in order to insure that preparations of this City will be adequate to deal with such disasters, and generally to provide for the common defense and to protect the public peace, health and safety, and to preserve the lives and property of the people of this City, it is hereby found and declared to be necessary:
   (a)   To create a City Emergency Services Organization;
   (b)   To provide for the rendering of mutual aid to other municipalities within the State, and if necessary and only under a compact approved by the Governor, the neighboring municipalities and counties of another state;
   (c)   To cooperate with the State government with respect to carrying out emergency services functions.
   It is further declared to be the purpose of this section and the policy of this City that all emergency services functions of this City be coordinated to the maximum extent with the State government, including its various departments and agencies, with other cities and localities, and with private agencies of every type, so that the most effective preparation and use may be made of this City's manpower, resources and facilities for dealing with any disaster that may occur.
   It is further declared to be the purpose of this section and the policy of this City to organize an Emergency Services Organization in conformity with the West Virginia emergency services plan as directed by the West Virginia Code 15-5-8.
