103.11 FAILURE OF ELECTED PERSON TO QUALIFY.

If any person elected to Council fails to qualify within twenty days after his election, he shall be deemed to have refused to do so, and the office shall be treated as vacant, unless such delay shall be by reason of legal contest of the election of such person.
