The City Clerk shall cause to be published twice before such election, in a newspaper published in the City, a sample ballot listing the names of all candidates in that election. The first publication shall be made not less than ten days prior to the date of the election and the last publication shall be made on the day before the election or in the last issue of such paper which shall be published before such election.
