(a) Where the Planning Commission finds that extraordinary hardships may result from strict compliance with these Regulations, it may vary the Regulations so that substantial justice may be done and the public interest secured; provided that such variance shall not have the effect of nullifying the intent and purpose of the Comprehensive Plan or these Regulations.
(b) In granting variances, the Commission may require such conditions as shall, in its judgment, secure substantially the objectives of the regulations or requirements so modified. The granting of variances by the Commission may be conditional and subject to the recommendation of Council.
(c) A variance applies only to that particular subdivision for which it was granted. (4-24-72)
