1319.03 WATER SUPPLY.
   (a)   The subdivider shall construct a system of water mains and connect with such public water supply system where a public water supply is available at plat boundary or within a reasonable distance thereto, that being 1,000 feet of the subdivision. Waterlines shall be located as determined by the City Engineer for fire protection and water service purposes.
   (b)   If a public water supply system is not available under the conditions stated above, the subdivider may either provide individual wells or a public water system for a subdivision of less than twenty-five lots, but shall provide a public water system for a subdivision of twenty-five lots or more, which public water system shall be approved by the West Virginia Board of Health.
   (c)   Where individual wells provide a water supply in a large subdivision at least one test well shall be drilled in the proposed area for each fifty lots or twenty-five acres, whichever is smaller, or upon the requirements of the State Health Officer.
   Test wells shall ordinarily be drilled to a reasonable depth which shall produce safe potable water in sufficient quantity for the use intended and shall be approved by the State Health Officer.
   (d)   All public water systems shall be laid wherever possible in the planting strip on the north and east side of the street and constructed in accordance with the regulations of the West Virginia Board of Health.
   (e)   All phases of construction, including minimum size six-inch line, excavation, trench, type pipe, backfill, hydrants, tees and valves shall be in accordance with approved construction drawings, West Virginia Board of Health Standards and inspected by the City Engineer or his authorized representatives during the entire construction period.
   (f)   All water mains shall be a minimum six-inch line size or larger as determined by the City Engineer for fire protection and water service purposes.
