Any person growing plants, responsible for such plants or owning or controlling real property upon which such plants grow shall:
(a) Remove and refrain from planting or allowing to grow any species that could be injurious to human health in any manner.
(b) Remove and refrain from planting less than three feet from his property line, any plant containing thorns or like parts or any plant that could otherwise be injurious to human health.
(c) Trim all plants such as weeds and grasses, to a height not exceeding twelve inches.
(d) Treat or remove any such plant so diseased, insect-infested or otherwise damaged, as to constitute a hazard to persons, property or other vegetation.
