Any person growing street plants, responsible for such street plants or owning or controlling real property upon which street plants grow, including those plants growing within a public right of way or on property abutting on public rights of way or other public places shall:
(a) Trim all street plants such as weeds and grasses, to a height not exceeding twelve inches; trim such street trees, if such trees are of sufficient height to a height of at least eight feet above the surface of a public sidewalk, and at least ten feet above the surface of a public street; trim all such street plants, including ornamental bushes, flowers and such other plants, but excluding street trees that do not create an obstruction of view and meet the public sidewalk and public street trimming requirements of this subsection (a), in such a manner that they do not exceed three and one-half feet in height above the finished paved area at the center of any highway, street, alley or any other roadway, within the clear sight triangle on property located at the corner of an intersection or pedestrian crosswalk.
(b) Treat or remove any street plants so diseased, insect-ridden, decayed or otherwise damaged as to constitute a potential hazard to users of a public right of way.
(c) Remove and refrain from planting or allowing to grow any species that are poisonous or that contain thorns or other like parts, or any species that could otherwise be injurious to human health in any manner.
