(a) "City Manager's designee" means that person or persons employed by the City to whom the City Manager has designated the jurisdiction and supervision of this article.
(b) "Clear sight triangle" means the triangular area formed by intersecting street, alley or other public right of way centerlines and a line interconnecting points established on each centerline, seventy-five feet from their point of intersection. This entire area shall remain clear of obstructions to sight above a plain established three and one-half feet in elevation to a height of ten feet from grade level at the intersection of the street, alley or other public right of way centerline.
(c) "Street plants" means all plants, including, but not limited to, trees, hedges, shrubs, bushes, weeds and other such grasses and vegetation, that grow or exist within a public right of way, or property abutting on a public right of way, or on other public places.
