901.15 SNOW ON SIDEWALKS.
   (a)   Removal. Each person using or occupying in any manner or for any purpose any house, store, shop, garage, stable, building or tenement of any kind, and all persons having charge of churches and public buildings of every description and the owners of unoccupied houses, stores, shops, garages, stables, buildings or tenements of any kind, and the owners of vacant or unimproved lots, situated on or along any paved street in the City, within three hours after the falling of any snow, or in the case of formation of any ice, within three hours after such formation, shall remove or clean away such snow or ice from the pavement or sidewalk fronting the premises in such a manner as to leave the sidewalk clean and free from snow and ice. If snow shall fall or ice shall form between the hours of 6:00 p.m. and 6:00 a.m., then such snow or ice shall be removed or cleaned away before 11:00 a.m. pursuant to the provisions of this section.
   (b)   Removal by City. After the expiration of the time specified in this section, the City may without notice remove any snow or ice not removed as provided in this section, and the City Manager shall report to Council the cost and expense. Such cost and expense may be assessed against the person and property delinquent in addition to any other penalty for the violation.
