901.11 SIGNS ON STREETS.
   (a)   No person shall construct or cause to be constructed any sign or other means of advertisement which shall stand on any street or sidewalk.
   (b)   No person shall construct or cause to be constructed, any sign or other means of advertisement which shall project over any street, sidewalk, or public right of way unless such sign is at least ten feet above such street or public right of way and in no case shall any sign or other means of advertisement extend more than eighteen inches over such street, sidewalk or public right of way.
   (c)   This section shall not apply to traffic signals and signs erected by the City or the West Virginia Department of Highways.
   (d)   Where the requirements of this section conflict with other requirements of the City, the requirement of this section shall apply.
