901.02 REFUSE ON STREETS.
   No person shall throw or place any earth, brick, stone, filth, ashes, mortar, shavings or rubbish or foreign matter of any kind, except materials for building or rubbish caused by building, on any square, street, public landing or on any sidewalk.
