(a) All house numbering in the City shall be done by what is known as the block system. All avenues running north and south shall be numbered from north to south as follows: All that portion of the City north of First Street shall be numbered less than 100. All avenues south of First Street shall be numbered southward allowing 100 to each block, and the same to be distributed through the block equally, excepting where streets do not extend through, as Fourth Street from Baker Avenue to Tomlinson Avenue, in which case the number 400 shall be placed as near as practicable at the line of Fourth Street extended on the following avenues: Jefferson Avenue, Morton Avenue.
(b) All cross streets or streets extending east and west shall be numbered from the Ohio River. All streets east of Water Street shall be numbered not less than 100 at Water Street and allowing 100 to each block, except where streets or avenues do not extend through the block, in which case they shall be numbered as Fourth Street above set out, continuously by placing the proper 100 mark on the corner to suit the number of avenues passed.
(c) On the avenues all even numbers shall be on the east side of the avenue and all odd numbers shall be on the west side of the avenue.
(d) On all cross streets or streets running east and west, all odd numbers shall be on the south side of the street, and all even numbers shall be on the north side of the street.
(e) Council shall see that all houses in the City are properly numbered.
