Before the Director of Finance makes any purchase of or contract for supplies, materials or equipment, he shall give ample opportunity for competitive bidding, under such rules and regulations, and with such exceptions as the Council may prescribe by ordinance; provided, however, that the Council shall not except individual contracts, purchases or sales from the requirement of competitive bidding.
