If any fee, tax, interest and penalty subject to a lien created under this section and the articles referenced in this section remains delinquent for one (1) year from the date it was placed on record in the clerk of the county commission in which the property is located, the City may, at its discretion, take action to sell the property by means of a civil action of enforcement or forfeiture.
