The City shall establish the lien for the unpaid fees, taxes, interest and penalties by the procedures established herein. The establishment of liens is administrative and the City Manager, or his/her designee shall have authority to make all administrative decisions with respect the establishment, enforcement, collection, and release of any lien herein created, and the City Council shall have no authority with respect thereto.
