Application for a license hereunder to sell wine as a retailer or distributor shall be made to the City Clerk of the City in writing within ten days after issuance of a license by the State. The application shall be accompanied by cash, or check payable to the City covering the full amount of the license for which the application is made. Should the application for license be refused, then a refund shall be made to the applicant. The application for a license shall set forth the name of the person applying, the location of the place and the business where the license is to be used, and other information deemed necessary by the City Clerk. No license issued shall be transferred to another person or location.
