Any person who violates, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this chapter or who sells or offers for sale or lease any lot or block of land herewith regulated before all the requirements of these regulations have been complied with shall be guilty of a misdemeanor, and each day that a violation is permitted to exist shall constitute a separate offense.
