In any case where the division of a parcel of land into one or more lots or parcels for the purpose of transfer of ownership or building development does not come within the definition of subdivision, as defined by this chapter, a certified survey and description of such land division shall be filed with the City Administrator who shall submit copies of the division to the Planning and Zoning Commission and Director of Public Works/Parks and Recreation. No building permit shall be issued until the description has been approved by the Council.
