§ 154.002 FINDINGS OF FACT.
   (A)   General. The flood hazard areas in the city are subject to periodic inundation that results in potential loss of life, loss of property, health and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief, and impairment of the tax base, all of which adversely affect the public health, safety and general welfare.
   (B)   Methods used to analyze flood hazards. The city bases this chapter on a reasonable method of analyzing flood hazards that is consistent with the standards set by the state’s Department of Natural Resources (“DNR”).
   (C)   National Flood Insurance Program compliance. The city adopts this chapter to meet the rules and regulations of the National Flood Insurance Program codified as 44 C.F.R. parts 59 through 78, as amended, so as to maintain the city’s eligibility in the National Flood Insurance Program.
