Every building, institution or establishment for which a license has been issued shall be periodically inspected by the proper health official under the rules and regulations to be established by the state. No institution of any kind licensed pursuant to the provisions of M.S. §§ 144.50 to 144.56, as they may be amended from time to time, shall be required to be licensed by the city.
