Each application for a license to operate a recuperative home within the meaning of this subchapter shall be accompanied by a fee per the city’s approved fee schedule. No such fee shall be refunded. All licenses shall expire annually on December 31. An application for renewal of the license shall be filed not later than December 31. All such fees shall be received by the Council and shall be paid to the General Fund.
