§ 113.028 REVIEW OF APPLICATION; ISSUANCE OR DENIAL.
   The City Administrator shall submit the application to the Council for its consideration. The Council may grant or refuse to grant the license after consideration of the application. It may require a public hearing, and the hearing shall be held at the time and upon the notice as the Council may determine. After the hearing, the Council may grant or refuse to grant the license.
