(A) Any solicitor that is not required to obtain a permit under § 113.003(A) shall be required to register with the city prior to engaging in those activities. Registration shall be made on the same form as required for a permit application, but no fee shall be required. Immediately upon completion of the registration form, the City Administrator shall issue the registrant a certificate of registration as proof of the registration. Certificates of registration shall be non-transferable.
(B) Individuals that will be engaging in non-commercial door to door advocacy shall not be required to register.
