The City Administrator shall submit the application to the Council for its consideration. The Council, by motion, may grant or refuse to grant the license after consideration of the application. The Council may require that a public hearing be held before the Council upon any application, the hearing to be held at the time and upon the notice as the Council may determine. After a hearing, the Council, by motion, may grant the license or refuse to grant the license.
