Every such license may be revoked by the Council, after the licensee has been given reasonable notice and an opportunity to be heard, for the violation of any provision of this code or for the violation of any conditions or restrictions imposed at the time of the issuance of the license or imposed thereafter or upon failure of the licensee to comply with any condition, order or direction issued by the Council.
