The Director may adopt additional rules and regulations not contrary to the provisions of this code governing the use and enjoyment of parks, trails, playgrounds, lakes, ponds, streams and other publicly-owned properties which shall be prominently posted or publicly announced in the places where they are intended to apply. Any person who violates a rule or regulation so posted may be excluded from the use of the park system and may in addition be prosecuted as for a misdemeanor.
