When the owner or person in control of any plot of ground fails to destroy grasses or weeds growing thereon as provided herein, the Superintendent of Public Works of the city shall destroy or cause to be cut the grasses or weeds and any expense incurred by the city under the authority of the Superintendent of Public Works in so doing shall be a charge against the owner or other person so failing, which may be recovered on behalf of the city by recording a lien against the property for the cost of the cutting or by instituting an appropriate action at law. The cost shall be an amount as determined by the city.
