All measurement tests and analyses of the characteristics of waters and wastes to which reference is made shall be determined in accordance with methods employed by the state’s Pollution Control Agency and shall be determined at the control manhole provided or upon suitable samples taken at said control manhole and at the expense of the owner of the property contributing the water and wastes.
