§ 52.009 RIGHT OF ENTRY.
   The authority having jurisdiction and other duly authorized employees of the city, bearing proper credentials and identification, shall, at reasonable times, be permitted to enter upon all properties connected to the municipal sanitary sewer system for the purpose of inspection, observation, measurement, sampling and testing in connection with the operation of the municipal sanitary sewer system.
