Any water obtained by any person from the municipal water system which is not paid for by the customer or user thereof by payment of water charges or rates determined by a meter shall be charged at and paid for by the consumer or user upon an estimate of the quantity of water used as computed at the established rate for such purpose or use; except that, the Council may waive payment of the charge where deemed by the Council to be in the best interest of the municipality.
