The Council shall have the authority to prescribe the rates to be charged for water service to the customer and may prescribe the date of billing, length of time and such further rules and regulations relative to the use and operation of such systems as it may deem necessary, from time to time. The water rates and any surcharges shall be established by ordinance of the City Council, from time to time.
