§ 51.043 TAMPERING WITH METER PROHIBITED.
   It shall be unlawful for any person to tamper with, bypass or in any manner whatsoever interfere with the proper use and functioning of any water meter within the municipality. Whenever any water meter is found to be broken or otherwise damaged in any manner, the condition shall be prima facie evidence of a violation of this section.
