(A) All water meters shall be installed at the point the water service enters the structure and, if possible, this location shall be next to a floor drain. All remote readers shall be installed on the exterior of the structure at a point designated by the Director of Public Works/Parks and Recreation or his or her designee.
(B) All water meters installed shall be accessible to the Director of Public Works/Parks and Recreation, or his or her designee, at any reasonable hour of any business day, and the refusal of admission by any owner or occupant of any premises wherein a water meter is installed after reasonable notice shall constitute a violation of this chapter. In an emergency, the municipality may require immediate entry onto the property by municipal employees or agents.
