The applicant shall furnish and install, at a point of connection to the municipal main, a shut-off valve and a manhole, or if the same be installed by the municipality, the cost thereof shall be paid by the applicant. The manhole shall, at all times, be open for inspection purposes to municipal personnel, but maintenance and cost of repair of the valve and tap shall be the sole responsibility of the applicant desiring the service.
