(A) Container required. Every residence, multiple-unit dwelling and commercial establishment contracting with a hauler shall be provided one or more separate sanitary containers sufficient to receive all garbage and recyclables, which may accumulate between the times of collection.
(B) Capacity. Each container shall have a capacity not to exceed 96 gallons, except where dumpsters are used in conjunction with multiple-unit dwellings and commercial establishments.
(C) Lids. Each container shall be water-proof and be equipped with a tight-fitting cover and shall be maintained, cleaned and kept in a state of repair which will prevent leakage and noxious odors.
