When the Council determines to make any improvement, it shall cause plans and specifications of the improvement to be made, or if previously made, to be modified, if necessary, and to be approved and filed with the City Administrator. The municipal contracting provisions of M.S. § 471.345, as it may be amended from time to time, and the advertising provisions of M.S. § 429.041, as it may be amended from time to time, are hereby adopted as if fully set forth herein. The versions of the statutory provisions adopted herein are those that are in effect as of August 01, 2018.
