In the event two or more premises, including apartments and trailers discharging wastewater into the town's sewerage system, either directly or indirectly are consumers of water, and the quantity of water is measured by a single water meter, for billing purposes the quantity of water used shall be the average for each user and the minimum charge and the sewage rates and charges shall apply to each of the number of premises served through the single water meter.
