This Charter shall become effective immediately upon voter approval, except that those provisions of Article 8.0 relating to the preparation and submission of the budget and capital program shall become effective for the next fiscal year following the Charter election. Those provisions in Article 2.0 relating to the election of the Board shall become effective at the first general election scheduled under this Charter to be held in April, 2002.
