The Town, acting through this Charter, as it may be amended from time to time, hereby reserves to itself the power to supersede any law of the State of Colorado now or hereafter in force, insofar as the actions of the Town apply to local or municipal affairs, subject only to the restrictions contained in Article XX of the Colorado Constitution, or other applicable constitutional limitations.
