SECTION 11.3. GRANT OF FRANCHISES
   (a)   Grants of franchises and all extensions and amendments shall be granted only by ordinance. The granting of franchises by the Town shall be limited only by the provisions of the State Constitution and statutes which may be applicable to home rule cities as now in effect or as hereafter amended.
   (b)   No irrevocable franchises shall be granted.
