The Town shall have all financial powers, including but not limited to power to levy and collect fees, assessments and taxes of any kind, and the power to borrow money, issue securities or otherwise incur financial obligations, now or hereafter permitted under Article XX, Section 6 of the State Constitution, except as specifically limited herein. Without limiting the generality of the foregoing, the Town shall also have the authority, at its option, to exercise any financial or borrowing powers now or hereafter granted to home rule or statutory municipalities, all subject to applicable requirements for voter approval.
