At such time and place as the Board of Trustees may direct, at least one (1) public hearing shall be held on the proposed budget and the recommended capital program before adoption. Notice of each public hearing and notice that the proposed budget is available for public inspection, shall be posted on the Town's website, and shall be posted in one (1) place accessible to the public within the Town, at least seventy-two (72) hours before each hearing.
