The Board of Trustees has the power, by appointment, to fill all vacancies on the Board, including Mayor, or any other office, and the person so appointed shall hold office until the next regular election and until a successor is elected and takes the oath of office. The Board may also order a special election to fill the vacancy until a successor has been elected following the next regular election. A special election may not be ordered to fill a vacancy if the vacancy occurs 120 days or less before a regular election.
