SECTION 2.7. VACANCIES
The Board of Trustees has the power, by appointment, to fill all vacancies on the Board, including Mayor, or any other office, and the person so appointed shall hold office until the next regular election and until a successor is elected and takes the oath of office. The Board also has the power to fill a vacancy on the Board, including Mayor, by ordering an election to fill the vacancy until the next regular election. A special election may not be ordered to fill a vacancy if the vacancy occurs ninety days or less before a regular election. If a vacancy on the Board, including Mayor, is not filled by appointment within sixty days of the date of the vacancy, and no regular election is scheduled within ninety days of the date the vacancy occurs, then a special election must be called as soon as practicable to fill the vacancy until the next regular election and until a successor has been elected and qualified.
