SECTION 1.3. FORM OF GOVERNMENT
The Municipal government provided by this Charter shall be a "Board-Mayor" form of government. Pursuant to its provisions and subject only to limitations imposed by the State Constitution and by this Charter, all powers of the Town shall be vested in an elective Mayor and Board of Trustees, hereafter referred to as the "Board," which may enact local legislation, adopt budgets and determine policies. The Board of Trustees shall appoint a Town Manager whose duties and authority shall be as provided by ordinance. All powers of the Town shall be exercised in the manner prescribed by this Charter or by ordinance. This structure, and the allocation of authority and responsibility provided for may be modified by a duly enacted ordinance approved by two- thirds (2/3) of the elected Board which ordinance shall not be effective for fifteen (15) days after its adoption.
