10-2-1-4: ENFORCEMENT AND PENALTIES:
   A.   No person or agent of a person shall construct upon any parcel of land condominiums, apartments or other multiple unit dwellings, or subdivide any parcel of land which is located in the Town of Morrison into two or more parcels except in compliance with these Regulations. No person shall offer for recording, in the office of the County Clerk and Recorder, any deed conveying a parcel of land, or interest therein, unless such a parcel of land has been subdivided, or otherwise created, in compliance with the rules set forth in these Subdivision Regulations.
   B.   No lot within a subdivision created prior to the effective date of these Subdivision Regulations or approved by the Board of Trustees under the provisions of these Regulations shall be further divided, rearranged, or reduced in area, nor shall the perimeter boundaries of any subdivision, or any lot within a subdivision, be altered in any manner without the approval of the Planning Commission and as provided for in these Regulations.
   C.   No building shall be erected on any lot, nor shall a building permit be issued for a building unless the lot is part of a subdivision approved in accordance with these Regulations or prior Subdivision Regulations.
   D.   No officials or employees of the Town of Morrison who are vested with the authority to issue permits by the Board of Trustees or by state statute, shall issue permits, record documents, conduct inspections or otherwise perform any duties or administrative actions that are not in conformance with the provisions of these Regulations.
   E.   It shall be unlawful to erect, construct, reconstruct, use or alter any building or structure or to use any land in violation of these Subdivision Regulations.
   F.   The owner or agent of the owner of any land, building, or structure found to be in violation of the Subdivision Regulations shall be subject, upon conviction thereof, to a maximum fine of not more than one thousand dollars or imprisonment for not more than one year, or both such fine and imprisonment. Each day during which such violation continues shall be deemed a separate offense.
   G.   No building permits, permits to do work in the public right-of-way or other permits will be issued to any property found to be in violation of the Subdivision Regulations until a subdivision plat has been approved and recorded, except in instances when street rights-of-way or other lands for public purposes are established without the necessity of subdividing adjoining lands. Refusal to issue any such permit shall not be considered an exclusive remedy. The Town, in addition to any other remedies provided in these Subdivision Regulations or by law, may institute injunction, mandamus, abatement, or any other appropriate action or proceeding to prevent, enjoin, abate, or remove such violation.
