It shall be unlawful for any inhabitants of the City to wilfully violate any of the provisions of this chapter so as to avoid, or attempt to avoid, payment, in full or in part, of the emergency medical services charge established in section 3-5-1 of this chapter, levied and assessed. Any person who shall violate any of the provisions of this chapter shall, upon conviction thereof, be fined in an amount not to exceed five hundred dollars ($500.00), including costs, and shall be punished as such.
