3-5-2: BILLING AND PAYMENT:
   A.   Billings for the emergency medical services charges established in section 3-5-1 of this chapter shall be made on the monthly water bills, and shall be governed by the same rules and regulations that govern the payment of water bills. The fee for water services will not be accepted without payment for the emergency medical services charge. Deposits made by the users of City water required to guarantee payment of water bills may and shall be applied to “payment of defaulted emergency medical services charges”. Provided, however, that each person or persons contracting for water service shall have the right of prepayment of said charge by paying in lump sum the balance of the amount to be charged and assessed during the remainder of any fiscal year, if said charge can reasonably be ascertained.
   B.   The City Treasurer shall, monthly, pay over and transfer to the “Emergency Medical Service, a Trust (Okmulgee County, Oklahoma)”, an amount equal to the amount of all funds collected from the emergency medical services charge by the City.
