10-7-3: MOBILE HOME STANDARDS AND REQUIREMENTS:
Mobile homes shall conform to all the regulations and provisions of the Housing Code adopted by the City and to any rules and regulations adopted pursuant thereto (see chapter 4 of this title), with the following exceptions or additions:
A.   Density Standards: Minimum lot areas for mobile homes shall conform to the following standards:

   B.   Maximum Occupancy: The maximum number of occupants of a mobile home shall be limited to the number determined on the basis of the square feet of habitable floor area, exclusive of habitable floor area used for cooking purposes, in accordance with the following:
      1.   One hundred fifty (150) square feet for one or two (2) occupants;
      2.   Two hundred fifty (250) square feet for three (3) occupants; and
      3.   Eighty (80) square feet additional for each occupant thereof.
   C.   Minimum Floor Widths: Minimum floor widths shall be in accordance with generally accepted standards of the mobile home industry.
   D.   Habitable Space: Habitable space shall have a minimum ceiling height of seven feet (7') over fifty percent (50%) of the floor area; and the floor area where the ceiling height is less than five feet (5') shall not be considered in computing habitable floor area.
   E.   Additional Requirements: A mobile home, whether located in a mobile home court or on a temporary permit under the “grandfather clause” as herein elsewhere provided, shall:
      1.   Have a safe and unobstructed primary exit and an emergency exit located remote from the primary exit;
      2.   Be set back at least twenty feet (20') from all property lines, streets and alleys;
      3.   Have an Underwriter’s Laboratory approved and working smoke alarm; and
      4.   Be equipped with tie-down apparatus, and the apparatus shall be installed under the inspection and supervision of the City Inspector. The minimum tie-down requirements shall be:

with the following anchor requirements:
            (1)   Auger or deadman, six inches (6") diameter - arrowhead eight inches (8");
            (2)   Auger or arrowhead depth, four feet (4') - deadman five feet (5');
            (3)   Anchor rod five-eighths inch (5/8") diameter with welded eye at top. Hook into concrete when used in deadman anchors;
and the following connector requirements:
            (1)   Galvanized steel strap - 11/4 inches x 0.035 inch with tension device;
            (2)   Galvanized or stainless steel cable - three-eighths inch (3/8") (7 x 7 - 7 wires each);
            (3)   Cable ends secured by two (2) U-bolt clamps;
            (4)   Steel rods - five-eighths inch (5/8") with ends welded closed;
            (5)   Turnbuckles - one-half inch (½") drop forged - closed eyes;
and the following blocking and footing requirements:
            (1)   Spaced at ten feet (10') intervals on both frame rails with end footing no farther than five feet (5') from the end of the home;
            (2)   Blockings of eight inches by eight inches by sixteen inches (8" x 8" x 16") celled concrete block with cells placed vertically, topped with solid four inch (4") concrete cap and moisture barrier;
            (3)   Treated shims for leveling; and
            (4)   Perimeters of fourteen feet (14') wide and over must be blocked adjacent to over-the-home ties;
            (5)   Demonstrate that it has or can meet the provisions of the Standard Mobile Homes, ANSI Al 19.1 or any State administered code ensuring equal or better construction, plumbing, heating or electrical installation and the provisions of the applicable City codes and regulations; and
            (6)   Be fully skirted in a manner to match the decor of the home and neighborhood.
   F.   Cooking And Refrigeration Equipment: A mobile home shall contain cooking equipment and refrigeration equipment of an approved type for mobile home installation.
   G.   Garbage And Refuse: Suitable containers shall be provided for the temporary storage of garbage and refuse within the mobile home.
