A. A charge prescribed by subsection 9-3-2B of this chapter for each connection made on the sanitary sewer system of the City regardless of whether the connection is made on what has heretofore been designated as a public sewer or a private sewer, is hereby levied for the right of the person, firm or corporation to make the connection to the sanitary sewer system of the City.
B. It is hereby declared to be the duty of the City Clerk to make this collection for issuing a permit to the applicant.
