9-1-3: UTILITY RATES AND CHARGES:
   A.   Procedure For Establishing: The City Council, acting either as the governing board of the City or as trustees of the Morris Public Works Authority, shall establish rates, charges, deposits, and fees for utility services by ordinance, motion or resolution, as the case may be. A copy of the current rates and charges shall be available in the City Clerk’s Office.

   B.   Manner Of Billing: All fees and charges in connection with any customer’s use of the City sanitary sewer system, the City water facility system, or the operation of the City collection and disposal of refuse and garbage are billed in accordance with applicable rates set as provided in subsection A of this section. All fees and charges owing for any of these utility services shall be billed on one monthly bill submitted to the customer each month.

   C.   Rural Water Rates And Dormancy:
      1.   A RURAL WATER METER is defined as any water meter whose metered water does not enter the City sewage system.

      2.   A rural water rate shall be as provided in subsection 9-2-4C of this title.

      3.   Rural water meter winter water turn off may be requested in writing by a rural water customer. The rural water meter under water turn off request must be in writing and filed at the City Hall. The winter water turn off request must ask that a final meter reading be taken and the rural meter turned off for the winter.
      4.   Water meters shall only be turned on or off by the Morris Public Works Authority.
